Incentives, explained
Home improvement incentives in Southern Oregon.
Start with the utility on your bill, the work you are planning and the kind of property you own. The city name alone does not determine eligibility. A program advertised online may be open, fully reserved or still waiting to launch.
Programs and funding change. Confirm eligibility and any required reservation before committing to work.
Choose the question that matches your project.
- Solar or storage: which Oregon programs should I check?
- Pacific Power battery: what does participation involve?
- Heat pump: which utility and state programs apply?
Our guides cover the local homeowner questions we hear around Medford, Central Point, Ashland, Grants Pass, Talent, Phoenix and White City. Confirm the actual utility account instead of assuming every address in a community uses the same provider.
Is the rebate actually available?
| Status | What it means for your decision |
|---|---|
| Listed offer | Check eligibility and funding; a published rate is not a reservation. |
| Fully reserved | Do not count it toward a new purchase unless the program confirms availability. |
| Pending launch | Planning or contractor enrollment does not mean homeowners can claim a rebate. |
| Expired | An older article or sales illustration may no longer apply. |
For example, Oregon HOMES and HEAR are not yet accepting homeowner rebate applications as of this review. Follow the program’s announcement rather than subtracting a future benefit from today’s contract.
Bring these details to the conversation.
- Electric and gas utility names.
- Owner-occupied home, rental or new construction.
- Current heating fuel and proposed equipment.
- Existing solar and proposed battery, if applicable.
- Installation timing and any approval already obtained.
- Income-based eligibility, only through the program’s appropriate process.
You do not need to include utility account numbers or private financial documents in our initial inquiry. Start with the basics; submit eligibility evidence through the program’s secure process when required.
Does a new roof qualify?
An ordinary reroof and an eligible insulation or weatherization measure are different purchases. Do not assume a roof replacement becomes rebate-eligible because solar will be installed afterward. Ask for the exact program and eligible measure, with roof work priced separately.
For Ashland Electric customers, the city’s home energy review is the starting point for weatherization and heating/cooling eligibility.
Ask for the full price before rebates.
Request the full installed price first. Then list each potential benefit separately, with its program name, confirmation status, recipient and expected timing. Ask what happens to your payment obligation if approval is denied or funding runs out.
A rebate, a bill credit and a tax credit are different benefits. Avoid comparing a gross price from one contractor with an optimistic net figure from another. Our bid checklist helps keep the comparison consistent.
