Incentives, explained

Which Oregon solar and battery incentives should I check?

Separate your utility’s offers from the state program and federal tax rules. They do not share one application or one eligibility test. Start with your service address and ask for each proposed benefit to be identified in writing.

Programs and funding change. Confirm eligibility and any required reservation before committing to work.

What can Pacific Power customers apply for through Energy Trust?

The October 19, 2026 Energy Trust status report lists these residential Pacific Power offers. Funding and project eligibility still require confirmation.

CategoryPublished amount
Solar for homes$2,500 flat
Battery storage$240 per kWh, up to $3,000
Solar Within Reach$0.75 per watt, up to $4,750
Income-qualified battery storage$360 per kWh, up to $4,500

The report lists minimum sizes of 2 kW-DC for solar and 3 kWh for storage. These are separate categories; do not add ordinary and income-qualified offers together. Ask the contractor which pathway applies and when funding must be reserved.

Oregon Solar + Storage: funding reserved.

The state program was not accepting new reservation applications at our October 21, 2026 review. Its June 2026 round was fully reserved. The program requires a reservation request before construction or installation starts; check for an official reopening before including it in a new budget.

An approved contractor’s participation alone does not create a reservation for your home. If an offer lists this rebate, ask for the project’s reservation evidence.

Ashland Electric has a separate path.

The City of Ashland solar page lists a $600 incentive for installations that pass electrical inspection. Confirm your utility account and project requirements with the city. Net metering is separate bill-credit treatment, not another installation rebate.

Do not apply a Pacific Power customer amount to an Ashland Electric account simply because both properties are in Southern Oregon.

Do not assume a new 30% homeowner tax credit.

The IRS says the Residential Clean Energy Credit is unavailable for property placed in service after December 31, 2025. Older solar proposals and articles may still use that assumption. Prior eligible carryforwards are a separate tax question; consult a qualified tax adviser about your own return.

What should your solar quote put in writing?

  • The complete price before incentives.
  • Exact program and qualifying equipment.
  • Any income or property-use requirements.
  • Reservation and approval steps, with their deadlines.
  • Who submits the application and receives the payment.
  • How a denied or reduced award affects what you owe.

Ask for a clear distinction between an estimate, a submitted application and an approved reservation. Keep copies with the proposal so that the next conversation does not depend on a verbal promise.

Adding a battery to the plan?

For Pacific Power grid participation, read the Wattsmart Battery guide. For the purchasing decision, use our solar and battery quote checklist. Evaluate the installation on its full cost and your goals before relying on conditional benefits.
